Add ability to disable external links in TPac

Intended for setting up profiles to be used by public catalog terminals, to reduce the number of ways patrons can escape the catalog to the rest of the internet (or try to, in the event of other precautions being taken).

Hello, I think this needs a rebase, I'm getting conflicts in every template file when I try to apply it to 6/13/2015 master.
