VIEW_GROUP_PENALTY_THRESHOLDS does not allow viewing of thresholds

Granting a user the VIEW_GROUP_PENALTY_THRESHOLD does not have the effect of allowing the user to view the group penalty thresholds table. Based on fm_IDL.xml it appears that ADMIN_GROUP_PENALTY_THRESHOLD is also required, but this doesn't help either. The only way I've been able to grant access to this page is to give the user the Everything permission at the Consortium level.

Logs only show a permission lookup for VIEW_GROUP_PENALTY_THRESHOLD:

Ideally granting VIEW_GROUP_PENALTY_THRESHOLD at the system level would allow the user to view group penalty thresholds for their system or branch.

Hope I'm allowed to post a question? If not, please delete. I would just like to report that this does affect us as well. When it's status is "triaged" does that mean a holding pattern?

Any updates would be super. Not an earth shattering problem, but would be nice for our local library admins to be able to view these.

Tested on 3.10, and VIEW_GROUP_PENALTY_THRESHOLD does allow the user to view group penalty thresholds at the depth assigned. I confirmed the permission works on its own and does not also need ADMIN_GROUP_PENALTY_THRESHOLD. Each permission grants view access on its own. This can be marked as 'Won't Fix.' (I attempted to do so, but it's not allowing me.)
