ACQ fund propgate / rollover fails to complete

Attempts to propagate funds via the Fund Propagation and Rollover action in the fund list page results in a progress dialog that never completes. This is the result of two separate issues.

1. Namespace pollution of localeStrings from widget/PCrudFilterDialog.js clobbering the local copy for the fund UI.
2. Funds missing from the local cache as a result to recent changes to the UI.

Code to repair both in progress.

A later merge from a feature branch undid Bill's effort in master. A correction was just tested and merged here: ad3af2aca6ad7d7d7e497b477e679c762d016f5d.
