tpac: library names are cut off in library selector when using IE

Bug Description

Evergreen version: 2.2 RC1

When using tpac in IE8, the library names in the library selector are cut off. The full names display when using Chrome or Firefox.

Confirmed as a problem using IE8. IE9 is unaffected.

Do we care about how things look in IE8? Users should be upgrading to 9 and to 10.

Marking this as "won't fix" given that IE8, etc. are definitely out of support by Microsoft. And the problem was only observed on those older platforms, not newer IE9+

Also IE9 and 10 in most cases will be out of support too (https://support.microsoft.com/en-us/lifecycle#gp/msl-ie-dotnet-an)
