Bug Description

How to disable the creation of 2 tickets when an issues is created manually in the eventum itself rather than sending mail to the eventum. while doing that the sender gets a ticket notification at once creating issue directly in the eventum and the next ticket is notified when the system in the eventum reports back to his email id as a result of getting 2 tickets notification

How to disable the system's ticket issuing while the user doing it manually in the eventum?
