Bug Description
After upgrade from 2.3 to 2.3.6, we've lost the "Manage Issue Resolutions" functionality. Clicking on the link gives an empty page with "No resolutions could be found".

unable to reproduce. works in fresh 2.4.0-pre1 install.
if the problem persists, you need to look what error is in error log
