Trying to report time to close an incident. I was hoping that the issue history would have a status as-at the time of the history entry.

Bug Description
.....so I could easily track any "on hold" periods and not hold it against the developers :) I've been kind enough not to count non-working e.g. weekend time in the measurement but would also like to give credit for any time the issue was on hold with e.g. an external party.
