Bug Description
The cache for wallet transactions and journals is broken when beforetransid is specified (and multiple api results need to be cached)

Fixed in revision 25.
Unified all code that tried to build the directory structure, removing duplication.
Split out code that fetches from cache from code that fetches from the API.
