Launch permissions are ignored on 2.0

The function, isAllowed(), in ImageInfo.java always returns true except when the user is not exist.
What's the plan of launch permissions on series 2.0?

I want to use launch permissions in 2.0 series like 1.6.
So I made a patch simply checking the image is public or not and does it have the user's authorization.
It seems work well with my 2.0.3 environment.

Created a eutester script test to reproduce this issue (check https://projects.eucalyptus.com/redmine/issues/100 for the code). The script reproduced the issue against the ECC.
