euca_conf --get-credentials crashes if run before cloud is ready

Bug Description

Running `euca_conf --get-credentials admin.zip` returns the error message "list index out of range" when run after the eucalyptus-cloud service has been started but is not fully operational.

To test, start eucalyptus-cloud and then immediately try to get credentials.

The error message is non-informative. The output should let the user know that the cloud service is not yet ready to deliver the credentials.

I am running the latest Eucalyptus 3 packages from the Eucalyptus repo on CentOS 6.
