Bug Description
Right now the source for ImageManager appears to hardcode a requirement for users to be administrators before they can register kernels/initrds.
I would like to see this become a site-configurable decision. I have KVM clouds where it is entirely appropriate for users to be uploading kernels, but not for them to be made administrators in order to do so, so it would be great if Eucalyptus were to support that.
