Bug Description
When running with Walrus on a seperate host, a cloud controller restart restores instances very slowly. This can be particularly problematic when the time is more than the two minutes (instances are marked as BURIED and then terminated). This happens because each instance being restored is /synchronously/ looking up the manifest for its emi in order to determine ancestor ids.
