Bug Description
When an instance is attached to two security groups, the order in which the groups are attached seems to matter in Eucalyptus (for example, when trying to open port 22 to SSH into the instance, the first security group allows, but the second one does not)

Clearly the developers only use one security group, called "default", and put everything in there. "whishlist"? That says it all.
