DescribeImages returns no image set when an image id is specified

Bug Description

AWSAccessKeyId=ISMvKXpXpadDiUoOSoAfww&Action=DescribeImages&ImageId.1=eri-686A12D1&SignatureMethod=HmacSHA256&
SignatureVersion=2&Timestamp=2009-04-06T15%3A40%3A04&Version=2008-12-01

Image set returned is zero (image is owned by user). DescribeImages does return the entire list if no image id is provided (and the image above is in that set).
