setup.cfg installs gconf schema with a debian-ism

Bug Description

The gconf schema is installed in $prefix/share/gconf/schemas. That's a debian-ism: upstream gconf is using, by default, /etc/gconf/schemas. I think an upstream tarball should follow what upstream gconf is doing.

GConf usage will be gone in the next release, so I'm closing this bug.
