Bug Description

errors/status.py contains check_average_crashes() which purports to show crash information by the last LTS standards, however looking at errors/api/resources.py the comparison is always done against 12.04 LTS. I believe the theory was that we should be comparing to the last LTS as LTSes will be of higher quality and because Ubuntu will be gaining more users with each release.
