Bug Description
When a package management operation fails on a snap package a crash file is generated and uploaded but without any package assigned. You cannot then open a bug report from the crash.
Either assign a default package for snap package (snapd?) but then it would catch tons of unrelated and package specific bug report
Or
Add the possibility to open a generic bug report when the package is 'Unknown', for example against Ubuntu, the reporter can then reassign to the right package.
