Bug Description

The Y axis of the error graph is not clear in what it represents. Most obviously, it has no label.

This apparently led, for example, the Ubuntu Bug Week organizer to think that higher values were better when they're actually worse. <https://lists.launchpad.net/launchpad-users/msg06587.html>

This could be construed as covering three different bugs:
- the X axis is unlabelled, bug 1276178
- the Y axis is unlabelled
- when the range is small, tick mark labels often repeat themselves, bug 1053486.

Because the other two are reported elsewhere, if you don't mind, I'll narrow this to cover just the unlabelled Y axis.
