Not clear what the graph Y axis is for

Bug Description

The Y axis of the error graph is not clear in what it represents. Most obviously, it has no label.

This apparently led, for example, the Ubuntu Bug Week organizer to think that higher values were better when they're actually worse. <>

<>: "The Y axis of a graph should have the label 'Errors per machine per 24 hours' (or 'Errors per machine per calendar day' until bug 1046269 is fixed)."

See also bug 1276178 about the X axis.

This could be construed as covering three different bugs:
- the X axis is unlabelled, bug 1276178
- the Y axis is unlabelled
- when the range is small, tick mark labels often repeat themselves, bug 1053486.

Because the other two are reported elsewhere, if you don't mind, I'll narrow this to cover just the unlabelled Y axis.
