Make /user/ page more discoverable and usable

Bug Description

Sometimes we get users come onto IRC with a crash that they've reported to errors. It's hard for us to get to the report to be able to have some information about the crash.

You've got to give them a commandline snippet to run to open their list of reported crashes, which is then a fairly impenetrable list of UUIDs.

Ideally this page would be easily accessible (perhaps provide a script to launch it in the browser) and would allow users and developers to see more information about each crash.

https://errors.ubuntu.com/user/ gives me a flagrant system error (not a 404). Does that page actually exist, or is it something that needs designing first, or what?

Clicking the "Show Previous Reports" link in the control panel, I get a list of 3 error report IDs, but access to those is denied (probably expected, though I'd love to be able to see the stack trace and package at least, that info shouldn't be privacy criticial and might help upstream devs as well).

The data on the user page is pulled from the UserOOPS column family which only contains a mapping of system identifiers to oopses, so to display more information like the package affected we'd need to query the OOPS column family or add more information to the UserOOPS column family.
