Bug Description

On the <https://errors.ubuntu.com/> leaderboard, when an error does not occur in the latest version of a package, it is greyed out. This is good.

But this happens even when the latest version is -proposed, and the error is still occurring in the latest release version. This is bad.

(For example, at the time of writing, an error last recorded in software-center 5.4.1.2 is greyed out because it is fixed in the -proposed 5.4.1.3.)

An error should be greyed out only if it has not occurred in the latest version that has actually been released.

This might depend on fixing bug 1050853.

Indeed, I think we should fixed bug 1050853 before we fix this. I'm concerned that developers will be looking at https://errors.ubuntu.com, expecting to see a greyed out row after making an upload to -proposed.
