Bucket page graph shows instances rather than error rate

Bug Description

The graph on a bucket page has the vertical axis "Instances of this problem per day".

It would be more informative if the axis was "Average errors/machine/calendar day", like it is on the front page. Then the graph would be more (though not totally) resilient to changes in the total number of reporting machines.
