Stagger milestone markers so that more days can fit in the default view

Bug Description
Showing all the dates up to the 13.04 release on the average errors per calendar day graph would cause the milestone markers to overlap. We should try staggering these to see if that sufficiently mitigates the problem.
Unfortunately there appears to be a bug deep in our javascript to generate the SVG data, which is producing invalid SVG when the date range is opened to the 13.04 release.
