Need an authentication failed page

Bug Description

summit.ubuntu.com does this correctly. If you uncheck the group membership box, it will take you to an authentication failed page which lets you attempt to log in again. Right now we just hit the login page in a loop with no error.

There are two reasons that you could fail, either you didn't check the membership box, or you aren't a member of the correct teams. If you aren't a member of the correct teams, you should be told that you aren't instead of just being redirected to login again.
