Bug Description
In order for a user (in the Axiom sense) to interact with an Eridanus bot, they need an IIRCAvatar powerup. The concrete implementation of this is eridanus.
I think "axiomatic eridanus plugins grant" should automatically install one of these powerups for the target user, if no IIRCAvatar powerup is already present.

I think doing it in "axiomatic eridanus plugins grant", if it needs to be done, is a reasonable solution.
