Epiphany should inhibit Gnome Power Manager from suspending due to inactivity when downloading

Bug Description

All Epiphany has to do is call a simple dbus method when a download starts, and
a simple dbus method when it's finished. This way g-p-m doesn't auto-suspend or
power-down when downloading.

Upstream bug was closed "RESOLVED FIXED on 2015-07-24
Closing as fix will have been in Ubuntu for some time now.
