Missing back and forward buttons in epiphany

Bug Description
I'm having an issue with back/forward buttons. On one Elementary OS Loki Stable PC they are present but on the other PC those buttons are missing. On the latter I have "refresh", "home" and "new tab" buttons only. I'm using only Elementary PPA and not some other versions of Epiphany.
Very confusing.

I'm not entirely sure this issue is related to epiphany. Besides, we're shipping 3.18. Epiphany itself is now at 3.22. It's not their problem we're not shipping it.
