RTEMS dynamically loaded app fails to execute osdTimeRegister

Bug Description

The current test for discriminating between statically and dynamically linked applications (os/RTEMS/osdTime.cpp:staticTimeRegister()) is wrong (never detects dynamically loaded app).

The attached patch replaces the current test by a new one which determines if networking
is up already.
