Bug Description
If network cable is unplugged, you cannot access a portable CA server (e.g. excas.exe) from clients like camonitor.exe on the same windows machine. This is because portable CA server doesn't handle the loopback interface at all. But softIOC works well on loopback interface if network cable unplugged.

This is intentional as searching on localhost as well would give a constant stream of spurious warning messages about duplicate PVs. If this is acceptable you can bind the server to 0.0.0.0 and force the clients to also search on localhost (EPICS_ CA_ADDR_ LIST=localhost) .
