MSVC linker fails if input lib dirs start with forward slash

Bug Description

MSVC linker fails if input library directories start with a forward slash. It thinks that directories starting with forward slashes are command line options.

Applied PATH_FILTER to input libraries in link line.
Now when using MSVC compiler with non cygwin makes, RELEASE files
can contain directories starting with forward slashes.
