Remove compiler checks for VMS in src/toolsComm/flex

In src/toolsComm/flex/main.c and misc.c, please remove the checks for VMS:

Remove this line from each file:
#ifndef VMS
and the corresponding:
#endif

This will need to be removed for any new port of newer VMS Operating Systems (which we may again consider, unfortunately). In any case, it does clean up the code.

Sounds reasonable.

I pushed the attached fix to the 3.14 trunk - I don't think it is necessary to publish it on the known issues page and in the 3.14.11+patches branch.
