IOC test crashes when records with EVNT=Event are used

Bug Description
I noticed that I cannot run two tests that "spawn an IOC" in succession without getting a segfault on the second run. I might be wrong in the assessment here, but I believe that records with EVNT=Event are not being cleared from the event scan list when testIocShutdownOk or testdbCleanup run, which causes subsequent runs to try to lock/process bogus records.
See attached code which triggers the issue I am seeing. I am testing this with EPICS Base 3.15.6.
