empathy always launches UOA accounts panel

In Ubuntu GNOME we ship the GOA panel, however once empathy is built with UOA support it becomes hardcoded to launch the UOA panel. As a result nothing happens when clicking on 'account settings' when gnome-control-center-signon is not installed.
