Introducing shibboleth

Hi Andrew,

After lots of delay, I'm getting a bit further on with UWOSono, and starting to think about rolling it into EML, which means getting things to Shibboleth sooner rather than later.

Obviously lots of docs from the drupal end too..

I think there will be a few steps here, including trying to figure out if the host has a shibboleth installation we can already use (AEJ: Could you check this?)
