elisa sits there showing a black screen but still doing nothing

Bug Description

Following up on #1201 and #1202.

I created and installed packages of pigment 0.3.5 and pigment-python 0.3.3

Now when I run Elisa, I see the splash screen, then it goes to full screen, and the screen stays black.

anything that causes the UI to not work, when the config requests a UI, should be shown to the user, so she at least knows that elisa's detected there is a problem, instead of ignoring it.
