Pigment frontend should return a readable message when pigment is not installed

Bug Description

Today, To try Elisa from source by the command line with pigment, you can install pigment system wide or use the script pigment/misc/pgm-uninstalled.

If you forget to execute this script before Elisa, you have a traceback with a initialization error.

We have to add a explicit warning and avoid the traceback.

The latest free moovida 1.09 does not get any maintenance since a while. Now moovidadb.com is supporting Linux and support can be found at : http://www.fluendo.com/faq/
