Bug Description
I've installed custom cursor pack and they seem to work only on selected windows, for e.g.: in Chrome window, Files window (only in the files area), but whenever I move the cursor onto desktop, Wingpanel, Plank, Files' sidebar or address bar, it changes itself to elementary cursors theme. The same happens to any cursor pack except elementary.
