Mouse Pointer Sluggish - Not responding to Settings - After Kernel upgrade

Bug Description

After an upgrade to kernel 4.10.0.27 the mouse point is longer tight and responsive feeling. It lacks proper acceleration and feels very sluggish and tends to lag behind finger movements. Adjusting the mouse settings to increase the speed has little effect.

For some reference, when running a 4.8 base and manually installing kernel 4.10 the same symptoms are present. Also booting into 4.8 from Grub does not revert the mouse settings back. It can only be fixed via a reinstall. But as soon as the kernel is updated the mouse changes.

Dell Inspiron 15 7579
Intel Core i5 7200U
16GB DDR4 RAM

Apparently this error manifested after today's libinput update. I can confirm it.

After a little more research is appears is has adjusted the mouse/touchpad threshold and acceleration settings. The base speed is too slow and the acceleration too high with a very high threshhold. This leads to a very inconsistent mouse feel.
