Introduce way to install localization specific packages

Bug Description

Ubuntu has "Language Settings", which downloads dictionaries and other language files for the applications and languages that you use. Fedora has a section on GNOME Software called "Localization", which allows us to do the same: download language specific packages.

These packages allow text correction and interface translation.

Without them, some applications won't have full support for your language, such as Gimp, LibreOffice, FocusWriter and many others.

I believe this functionality is already implemented in the elementary language settings. It prompts the user to install missing language packages.
