ibus configuration issue

When running screenkey (https://github.com/wavexx/screenkey/) on ElementaryOS we're running into the following issue:

It seems that ElementaryOS presets ibus as the default input method without actually running ibus. The required configuration variables are also not completely set (GTK_IM_MODULES is missing), and ibus is left unconfigured as well.

There is a huge change that this isn't the right repo to report this problem in, but I have found no more "general" issue queue. Please move when needed or tell me where I should report this.
