Changing wallpapers through system-settings gives black background

Bug Description
Choosing a custom wallpapers through settings -> desktop -> wallpapers -> custom
Ends up in black background instead of the selected image.
Steps to reproduce:
1. Go to System settings -> Desktop -> Wallpapers
2. Select "Custom..." from a menu in the down left corner
3. Select a folder with an image in the dialog and click "Open"
4. Select an image
Expected behavior:
The image will become new wallpaper
Actual behavior:
The wallpaper disappears and become black.
P.S. setting the same image as a wallpaper through a Photos application works fine.
