System language is not set after installation

Bug Description
If modified from English, the System Language defined in the installation process is not adjusted once the user reboots. The user has to manually change it again, signing out and relogin. The user is then prompted to say if he/she wants to translate the names of the main folders in his/her home directory (from Downloads to Descargas, Documents to Documentos and so on). The system should be installed in the language the user chose to perform the installation.
