elementary-dpms-helper does not provide a release and / or tarball

elementary-dpms-helper, which is depended on by the "Power" and "Security & Privacy" switchboard plugs since loki, lives a life of obscurity in the https://code.launchpad.net/~elementary-os/elementaryos/default-settings-loki bzr branch - it doesn't seem to belong there, either, because it is a small helper program (which also provides gsettings schema) that is relied upon by other software, not part of the default settings overrides files.

In my opinion the preferrable solution would be to split off elementary-dpms-helper into its own small project and bzr repository, and to then provide a "stable release" and an accompanying tarball.
