Bug reports not working from any elementary app

To reproduce:
 1. Right-click on plank/dock icon for any elementary app (files, terminal, settings, maya/calendar, photos, etc.)
 2. Choose "About (app name)"
 3. Choose "Report a Problem"
 4. Apport shows a progress bar, collecting problem information, but always shows an error:

>The problem cannot be reported: This is not an official elementary package. Please remove any third party package and try again.

If this isn't an error, or if it's not noticing any crash info, at least the notification should change since these are indeed unmodified elementary apps. Also this would mean that we cannot direct users to submit bugs this way.

This persists across reboots. I've had it since Loki release. Let me know if you can't reproduce and I can provide more info. If this is individual to apps, might want to track each individually above.
