System defaults to 24-hour clock even though locale shows 12-hour

Bug Description

When I installed elementary OS Loki and chose my locale (which has a 12-hour time format), the system kept the 24-hour clock.

I have the same problem but the opposite: I want 24 hour clock, but even when I choose it in system settings, it keeps the 12-hour clock. I can do the gsettings workaround, but this seems like a bug to me. It's been around for a while too.
