Set XDG_DESKTOP_DIR to home directory since it isn't relevant in elementary

Bug Description

Since elementary doesn't have any desktop folder, would it be wise to set the variable XDG_DESKTOP_DIR in ~/.config/user-dirs.dirs to the value "$HOME/" by default, in order to prevent the création of the folder "Desktop" in home directories?
I think the locale migration process should take that into account too.
