Please don't restrict ubuntu-bug

Bug Description
Your packaging of ubuntu-bug restricts it to the few "native" elementary applications.
It's inevitable that most users are going to have to stray outside the fold to have a complete workstation(*). Please turn off the restriction in ubuntu-bug so that users are able to file a bug against any package and have those reports show up in launchpad. As an example, I can't even type ubuntu-bug ubuntu-bug, or ubuntu-bug <ubuntu-bug's pid>.
(* For example, shotwell is not powerful enough for all photographers. I have a 14 year old photo collection which is neatly categorized by folder. Shotwell can't cope with that. Ergo I need gthumb or digikam, both of which have bugs. I just want to type ubuntu-bug gthumb and have it file the bug for me in launchpad with all collected system information.)
