grub-pc unable to install on Virtualbox and Actual Hardware

Bug Description

So, I tried installing Elementary OS Freya 0.3.1 recently on Virtualbox as well as on my laptop. In both cases grub-pc (i.e. the GRUB bootloader) was unable to install. Only Legacy BIOS is turned on, UEFI is disabled, Secureboot is turned OFF. I have an Ubuntu 15.10 installation and was trying to install Elementary OS Freya beside it. It did not work giving the screen as in the screen shot. So I booted into Ubuntu ran sudo update-grub and tried booting Elementary OS from there. It failed with some error messages on the screen. initscl(or something like that) could not be called on pressing the laptop's power button. I even tried installing in Virtualbox, but to no avail. Also, the ISO I downloaded was fresh from elementary OS website the same day. So, I don't think the ISO is broken. This is a very serious bug and needs to be fixed immediately. My laptop is a Dell Inspiron 15R 5521 currently running only Ubuntu 15.10 on it.
P.S. I was trying to install the GRUB bootloader onto /dev/sda as usual (as I always do- it works in case of Ubuntu)
