Actual monitor resolution is minimal but output resolution reports maximum

This is related to the vivid HWE iso.

Any elementary build based on that is not usable. Other distros work as expected.

When starting the live environment on this rig the output resolution of the main monitor (two connected to the system, symptoms remain when disconnecting the second) stay's at 640 X 480 yet the system thinks it is outputting 1080 X 1920 resolution.

Any attempt to change the resolution via the switchboard caused an X crash within seconds.

A migrated install of freya with a binary blob and vivid HWE stack has no issues running on the same hardware.
