Bug Description
My Elementary OS install is having some issues with keyboard and languages.
It often switch to English keyboard layout but the only one installed and visible in keybord setting is Italian.
Moreover now I don't have the selectable item in language settings.
I tried removing language packs and reinstalling them via GUI but didn't solve the problem.

I have experienced a similar issue when trying to change my language too. It seems not to be an issue related to the language packages, because I have been able to replicate this issue when trying to change the language on a system with Spanish package as default (I mean, from Spanish to Basque, Esperanto, Arabic or English) and in a different computer which had English as default language in which I was unable to move from English to Spanish, Basque or Catalan.
By the way, when changing the settings the date in the clock is changed but not the Applications menu on the left.
